Policies
This privacy policy (this “Privacy Policy”) is made to: (i) protect personal information as defined below, (ii) establish certain rules and procedures to protect personal information, and (iii) ensure that our employees observe and understand the importance of protecting personal information and taking the necessary measures to protect such personal information carefully, including by promoting such protection.
Article 1 (Personal Information)
“Personal Information” in this Privacy Policy means “personal information (kojin jouhou)” as defined in the Act on the Protection of Personal Information of Japan (Act No. 57 of May 30, 2003; “Personal Information Protection Act”); and therefore, means information which can identify a specific living individual by name, date of birth or other description contained in such information; or which includes a code that can identify a specific individual.
Article 2 (Purpose of Use of Personal Information)
We may acquire and use Personal Information of users (individually “User” or collectively “Users”) of our services (the “Services”) within the scope necessary for the following purposes. If we seek to use such Personal Information beyond the following purposes, we will obtain the prior written consent of the User whose Personal Information is concerned:
(a) to perform the Services;
(b) to improve and refine the Services, or to develop new services;
(c) to notify Users of new functions or updated information of the Services, campaigns, and other information for Users (including via e-mails, flyers, and other direct mails);
(d) to inform Users of any maintenance of the Services or important news regarding the Services;
(e) to answer comments and questions from Users regarding the Services (including to confirm Users identification);
(f) to report to Users the situation regarding the use of the Services;
(g) to request Users to answer any questionnaires and questions regarding the Services or to attend events, or to report the answers of such questionnaires and questions or results of such events to such Users;
(h) to conduct research on and provide analysis of the history of the Services and to utilize the results of such research and analysis for the improvement and development of the Services and to deliver any promotional materials;
(i) upon the approval or application by the Users, to provide Personal Information to third parties, including companies participating in an event that we hold;
(j) to identify Users who have violated the Terms of Use or who intend to use the Services for unlawful or illegitimate purposes, and to block their use of Services; and
(k) to provide information to RIKEN for the purpose of coordinating the use of facilities in SPring-8/SACLA owned by RIKEN.
(l)to provide information to National Institute of Quantum Science and Technology (“QST”) and Photon Science Innovation Center(“PhoSIC”) for the purpose of coordinating the use of facilities in NanoTerasu owned by QST and PhoSIC.
(m) to provide information to Specific Synchrotron Radiation Facilities Users Community (“UC”) for the purpose of the management of UC member information, the holding of UC research group meetings, and the dissemination of information to UC members.
Article 3 (Management and Protection of Personal Information)
We will carefully and closely manage Personal Information and will not disclose or provide such Personal Information to any third parties without the prior written consent of Users whose Personal Information is concerned, except in the following circumstances and shall take precautional and correctional measures to an illegal access to personal information, risks of loss, destruction or leakage of personal information considering a security perspective:
(a) if such disclosure of Personal Information is necessary for the protection of the life, body, or property of a person and it is difficult to obtain the consent of such person;
(b) if such disclosure of Personal Information is necessary for improving public health or promoting the sound growth of children and it is difficult to obtain the consent of the person whose Personal Information is concerned;
(c)if such disclosure of Personal Information is necessary for cooperating with a state organ, a local government, or an individual or a business operator entrusted by such state organ or local government in executing the affairs required by laws and regulations, and if obtaining the consent of the person whose Personal Information is concerned is likely to hinder the execution of such affairs;
(e) if it is permitted by laws and regulations; and
(f) if Personal Information is shared with the institutions listed in the preceding Article (k) through (m) and Article 4-2 in accordance with the provisions therein.
We will, take preventive and corrective measures against risks resulting from any unlawful access to Personal Information, or any loss, destruction, falsification, or leakage of Personal Information.
Article 4 (Entrustment of Personal Information Handling)
We may entrust an individual or a business operator to handle Users’ personal data in whole or in part. In such case, we will examine their eligibility sufficiently, obligate such individual or business operator to maintain confidentiality obligations by contract, and will perform the necessary and appropriate supervision over such individual or business operator.
Article 4-2 (Joint Use of Personal Information)
JASRI may jointly use Users’ personal information for the following purposes and to the extent necessary to achieve the Purposes of Use.

Article 5 (Disclosure of personal information)
1. Upon a request of a User (only the person whose information is concerned; the same will be hereinafter applied.), we will confirm that the request is made by the User themselves and promptly disclose such User’s Personal Information held by us. However, we may keep all or part of such Personal Information undisclosed, if such disclosure falls under any of the following categories; and in this case, we will promptly notify such User:
(a) if such disclosure is likely to harm the life, body, property, or other rights or interests of such User or any other third parties;
(b) if such disclosure is likely to hinder the proper execution of our business; and
(c) if such disclosure may result to violation of any laws and regulations.
2. If you wish to make a request for disclosure, etc., as stated in the preceding paragraph, please contact the Contact Desk.
Article 6 (Correction of Retained Personal Data)
1. If Personal Information of a User held by us is false, the User may request that we make the correction of, the addition to, or the deletion of (“Correction”) such Personal Information.
2. If we receive the request as stipulated in the preceding paragraph, we confirm that the request is made by the User themselves and conduct necessary research without delay. If we consider as a result of such research that such request is well-grounded, we will implement Correction of such Personal Information without delay.
3. If we make any judgment as to whether to implement Correction in accordance with the preceding paragraph, we will notify the User of such judgment without delay.
Article 7 (Discontinuation of Personal Information Use)
1. Any User may request that we cease to make the utilization of, make the erasure of, or cease the third-party provision of (“Cessation”), personal data retained by us.
2. Upon request as stipulated in the preceding paragraph, we will confirm that the request is made by the User themselves and conduct necessary research without delay. If we consider as a result of such research that such request is well-grounded, we will implement Cessation of such personal data without delay; provided, however, that if such Cessation is unduly expensive or is otherwise difficult to implement and alternative measures to protect the rights and interests of the User are available, then we will take such alternative measures.
3. If we reach any conclusion as to whether to implement Cessation in accordance with the preceding paragraph, we will notify the User of such conclusion without delay.

Article 7-2 (Anonymized Personal Information)
JASRI may prepare and use anonymized Personal Information for purposes such as Service improvement, in accordance with standards prescribed by laws and regulations, after taking necessary and appropriate measures. In such cases, JASRI will disclose this information separately on the Service or website in compliance with relevant laws and regulations.
Article 7-3 (Pseudonymized Personal Information)
JASRI may prepare and use pseudonymized Personal Information for purposes such as Service improvement, in accordance with standards prescribed by laws and regulations, after taking necessary and appropriate measures. In such cases, JASRI will disclose this information separately on the Service or website in compliance with relevant laws and regulations.
Article 8 (Procedures for Amending Privacy Policy)
We will review the content of this Privacy Policy appropriately and endeavor to improve this Privacy Policy. The content of this Privacy Policy can be amended unless otherwise stipulated in laws, regulations, and this Privacy Policy. The amended Privacy Policy will be valid when notified to all Users or uploaded on our website in accordance with our procedures.
Article 9 (Compliance with Laws, Regulations and Norms)
We will comply with the laws and regulations in Japan and other rules that are applicable to the use of Personal Information we retain.
Article 10 (Response to Complaints and Consultations)
We will respond to any complaints from Users and will provide consultation to any User whose Personal Information is concerned as to the handling of his or her Personal Information. We will respond properly and promptly to any request for disclosure, correction, addition, deletion, refusal of use or provision regarding Personal Information.
Article 11 (Security Measures)
As to Personal Information provided by Users to the Company shall be protected from illegal access, lost, destruction, falsification, leakage and other issues through organizational, physical, personal and technical measures such as restricting access to Personal Information files, recording access logs, and taking security measures to prevent illegal access from outside. If, by chance, any leakage and other incidents are occurred, we will make report to relevant authorities in accordance with the Personal Information Protection Act and relevant guidelines, and as per instructions to be given by the authorities, will take required measures to avoid an occurrence of similar incidents or the same type of incidents.

These Conditions of Use apply to the Web-based Proposal Submission Service (Service) provided by the Japan Synchrotron Radiation Research Institute (JASRI). Article 1 (Definitions)
Under these Terms of Service, any individuals who register their personally identifiable information with JASRI (including users of the For Users Page) are defined as Users.
Article 2 (ID, password, and security)
(1) JASRI issues a user card ID number (ID) to identify Users and to offer a secure Service to Users. Users are entirely responsible for maintaining the confidentiality of their ID and password.
(2) It is the User’s responsibility to maintain the security of the ID and password provided by JASRI. Users shall not give or rent them to third parties.
(3) Any action performed using an ID and password owned by a User shall be considered as being performed by the User. Users shall notify JASRI immediately of any unauthorized use of their ID or any leakage of their ID and password to third parties.
Article 3 (Unauthorized activities)
While using the Service, Users agree not to
(1)infringe the property rights, privacy, honor, and any other rights of other Users, JASRI, and third parties;
(2) violate any applicable law, regulation, or public policy;
(3) interfere with the operation of the Service;
(4) allow unauthorized use of the ID and password;
(5) use or provide, in relation to the Service, any material that contains a virus or other harmful code;
(6) reproduce, republish, transmit, give, rent, translate, reprint, sublicense, reverse engineer, or disassemble any portion of the Service except for the content identified as being licensed from the User;
(7) perform any other activities that are deemed inappropriate by JASRI.
Article 4 (Disclaimer of warranties and limitation of liability)
(1) The Service is provided on an “as is” basis and JASRI makes no guarantees as to the completeness, reliability, efficacy, and fitness for any particular purpose.
(2) JASRI backs up data registered with the Service on a regular basis in the manner prescribed by JASRI. If data is lost or damaged due to problems with the medium storing the data, JASRI will do its best to restore the data to the extent possible from the backup.
(3) JASRI assumes no responsibility whatsoever for any loss or damage incurred by Users resulting from the use of the Service. In the event of any loss or damage to JASRI or a third party arising out of a User’s use of the Service, the User shall resolve the problem at their own expense and effort and shall indemnify JASRI from any claims, damages, costs, or expenses.
Article 5 (Change of Registered Information)
In the event that information registered in this Service by the User changes, the User shall promptly update the registered information in this Service. JASRI shall not be held responsible for any loss or damage, such as the User not being able to use this Service because of JASRI not being able to transfer information, which may occur as a result of the user not updating their registered information.
Article 6 (Handling of Registration Information)
When a User uses this Service, JASRI shall store the registered information for a certain period of time. Requests to cancel a registration are not accepted except for cases of duplicate registration. Furthermore, a registration may be deleted as determined by JASRI in cases of duplicate registration or lack of regular use of this Service.

The principles for the management of information obtained during the course of usage promotion services of specific synchrotron radiation facilities that Japan Synchrotron Radiation Research Institute has established as Registered Institution for Facilities Use Promotion (hereinafter the Institution) based on Article 10 (the Management of Information regarding Services and the Maintenance of Confidentiality), Paragraph (2) of the Rules of Service, are as follows.
1. Information management principles
The information obtained by the Institution in the course of usage promotion services shall not be disclosed without the consent of the user or contractor (hereinafter referred to as “User”); provided, however, this shall not apply to statistically processed and/or personally non-identifiable data and the information referred to in paragraph 2-2.
2. Information management process
In the course of usage promotion services, the Institution shall manage the information as follows.
1.The Institution shall prevent the leakage of electronic data by implementing thorough password management and the leakage of paper-based data by providing safe and secure storage under lock and key.
2.The Institution shall enter into a confidentiality agreement as needed upon the request of the User.
3.The Institution shall not disclose any confidential information obtained during the course of usage promotion services.
2-1. Review of public BL research proposals and contract BL installation plans
The Institution shall require external referees who are involved in the reviews of public BL research proposals (hereinafter referred to as the “Proposals”) and/or the contract BL installation plans (hereinafter referred to as the “Plans”) to agree to the confidentiality requirements.
[2-2. Announcement of selection results]
The Institution shall disclose the following information on its websites regarding the selected Proposals and Plans and the experiments conducted.

[2-3. Experiment Summary Report and research results]
The Institution shall require project leaders to submit an Experiment Summary Report within 60 days after the completion of their experiments if their research is non-proprietary. All submitted reports will be compiled and made publicly available on the Website.
In addition, project leaders are also required to publish their non-proprietary research results in one of the following formats and register the published work with the Publications Database within three years after the end of the research term.
1. Refereed journal article in which the proposal number is specified (incl. refereed proceedings, doctoral thesis)
2. SPring-8/SACLA Research Report
3. Technical journal article approved by the Institution
Supplementary Provision
This Basic Policy on Information Management for SPring-8 Utilization Promotion Services shall come into effect as from April 1, 2007.

In accordance with the “Act on the Promotion of Public Utilization of the Specific Advanced Large Research Facilities” and the “Basic Policy on the Promotion of Public Use of the Specific Synchrotron Radiation Facilities to be Established by the National Institute of Quantum Science and Technology” under Article 4, Paragraph 1 of the said Act, the Japan Synchrotron Radiation Research Institute (JASRI, hereinafter called the “Institute”), as a registered organization for promoting the utilization of facilities (hereinafter called the “Registered Institution”), has established the following policy to promote public utilization of synchrotron radiation facilities (hereinafter called “Public Utilization Facilities”). The Japan Synchrotron Radiation Research Institute (JASRI), as a registered organization to promote the use of synchrotron radiation facilities (hereinafter referred to as the “Institution”), has established the following policies to promote the shared use of synchrotron radiation facilities (hereinafter referred to as the “Public Facilities”) The 3GeV Synchrotron Radiation Facility NanoTearsu will be used for the selection of research themes, etc., in accordance with the following policies.
The 3GeV Synchrotron Radiation Facility NanoTearsu is a highly versatile and advanced facility for conducting research using the world’s highest performance synchrotron radiation. (2) The facility will be used in a fair and transparent manner. At the same time, we will give consideration to maximizing the use of the facility’s capabilities and achieving many outstanding results.
Providing Opportunities to Use the Public Facilities
The J-PARC will open its doors to researchers in a wide range of fields from industry, academia, and government, both in Japan and abroad, through public solicitation of proposals for use of the public facilities.
The public call for proposals will be posted on the website, etc., and will be widely publicized both domestically and internationally.
Applications for use research proposals may be submitted at any time, but in principle, selection will be made twice a year. The timing and period of selection will be announced separately. Selected proposals will be valid only for the period of their availability.
Types of Called Proposals

(3)When a synchrotron radiation facility which organises contract beamlines provides public use during publicly offered beam time, and it is necessary to conduct reviews that take into account the specific characteristics of the facility, additional criteria shall be established in addition to those outlined in (1) and (2) above.
Criteria for Selection of NanoTerasu Research Proposals
Proposals from a wide range of fields will be comprehensively and expertly reviewed and evaluated according to the following criteria. In selecting proposals, consideration will be given to the balance between international cooperation and strengthening international competitiveness, in accordance with the Basic Plan for Science, Technology and Innovation and other national policies, as well as in light of international circumstances. In addition, original and pioneering research will be taken into consideration, and past achievements will also be taken into account. For issues that are expected to produce results as basic industrial technologies, consideration will also be given to the importance of accumulating similar verifications. In addition, consideration will also be given to those issues that serve the function of fostering human resources.
(1) The scientific and technological value must fall under any of the following (a) through (d).
(a) Leading-edge nature of the research theme and contribution to the development of science and technology fields including the research theme or to the development of new fields
(b) Contribution of the expected research results to basic research fields and fundamental technology development fields
(c) Importance and development of the expected research results as industrial technology
(d) Social significance of the research theme and contribution to the social economy
(3) Necessity of NanoTerasu as a research tool
(4) The implementation of the research proposal is appropriate in light of the Basic Act on Science, Technology and Innovation and socially accepted ideas, such as that the implementation of the proposed research and the use of the results are limited to peaceful purposes.
(5) Technical feasibility of the experiment
(6) Safety of the experiment
(7) The review of Proprietary Proposals shall be based on the criteria in (4), (5) and (6) above.
(8) When a synchrotron radiation facility which organises contract beamlines provides public use during publicly offered beam time, and it is necessary to conduct reviews that take into account the specific characteristics of the facility in the evaluation of research proposals, additional criteria shall be established in addition to the standards outlined in items (1) through (6) above.
Procedures for Selection of NanoTerasu Research Proposals
(1) General and proprietary proposals are reviewed by the NanoTerasu Review Committee (hereinafter referred to as “NanoTerasu Review Committee”). General and Proprietary Proposals will be reviewed by the NanoTerasu Review Committee and the results will be discussed by the NanoTerasu Selection Committee.
(2) A subcommittee may be established under the NanoTerasu Proposal Review Committee according to the field of research to be conducted. A referee may also be appointed.
(3) When a synchrotron radiation facility which organises contract beamlines provides public use during publicly offered beam time, proposals shall be reviewed by the Coalition Beamline Public Use Proposal Review Committee, and the results shall be deliberated by the NanoTerasu Selection Committee.
(4) The organization selects a research proposal after receiving an opinion on the results of the proposal deliberation from the NanoTerasu Selection Committee.
5. Implementation of Research and Studies, etc. by Institutions
Pursuant to Article 12 of the “Law Concerning the Promotion of Public Utilization of the Specific Advanced Large Research Facilities,” a certain percentage of beamtime will be used by researchers, etc. affiliated with institutions to conduct research and studies on measures to promote research using the facilities, with approval from the Minister of Education, Culture, Sports, Science and Technology.
6. Provision of Utilization Information, etc.
Technical information on the specifications, performance, operation schedule, etc. of the shared facilities, as well as information on the call for proposals, adoption of proposals, and utilization status, etc., will be disseminated via the Institution’s website and other means.
The latest operation status, utilization status, and technical information will be provided to prospective users via the Internet or other appropriate means, and technical consultation services will be provided.
7. Ensuring Fairness in User Selection
The following items are stipulated as “Items necessary to ensure fairness in user selection operations” in accordance with Article 6.2 of the Institutional Rules of Conduct.
(1) For the NanoTerasu Proposal Review Committee members and referees, information (names, etc.) on collaborators will not be disclosed in order to ensure fair review. However, information on the co-experimenter will be disclosed to the subcommittee members as necessary for the performance of their duties. If a subcommittee is not established, information on the collaborators will be disclosed to the members of the NanoTerasu proposal review committee as necessary for the performance of their duties.
(2) To ensure fairness, information (names, etc.) on the members of the NanoTerasu proposal review committee and its subcommittees will not be disclosed during the term of office, except for the chairperson. However, from the standpoint of transparency, information will be made public after the term of office ends. The names of the referees will not be disclosed at all.
8. Procedures for Sharing Synchrotron Radiation Facilities in Public Beamtime
Efficient operation of the Synchrotron Radiation Facilities will be achieved by integrating the selection of research proposals for the public synchrotron radiation facilities.

In accordance with the “Act on the Promotion of Public Utilization of the Specific Advanced Large Research Facilities” and the “Basic Policy on the Promotion of Public Utilization of the Specific Synchrotron Radiation Facilities to be Established by the National Institute of Quantum Science and Technology” under the provisions of Article 4, Paragraph 1 of the said Act, the Japan Synchrotron Radiation Research Institute (JASRI), as a registered Institution for Facilities Use Promotion (hereinafter referred to as the “Institution”), has established the following policy to promote the use of the Specific Synchrotron Radiation Facilities (hereinafter referred to as “the Dedicated Facility”) The Japan Synchrotron Radiation Research Institute (JASRI), as a registered organization for promoting the use of synchrotron radiation facilities (hereinafter referred to as the “Organization”), will select and evaluate the establishment plan of dedicated synchrotron radiation facilities (hereinafter referred to as “dedicated facilities”) in accordance with the following policy. The Specific Synchrotron Radiation Facilities shall be the world’s most advanced synchrotron radiation facilities.
The Specific Synchrotron Radiation Facilities are facilities for conducting research using the world’s highest performance synchrotron radiation, and are highly versatile, cutting-edge facilities. Therefore, in soliciting and selecting plans for the establishment of a dedicated facility, we will take into consideration the following At the same time, consideration will be given to maximize the utilization of the facility’s capabilities and achieve many outstanding results.
In making selections, etc., we will work closely with the national government, the National Institute of Quantum Science and Technology (“NIMS”), and local partners. In doing so, it shall be done efficiently and from the viewpoint of integrated operation of the entire facility.
I.Selection of facilities developed based on public-private regional partnerships, etc.
1.Pprocedures for selection of dedicated facilities
(1) Coalition beamlines will be reviewed by the Contract Beamline Review Committee, which will be established under the NanoTerasu Selection Committee, and the results of the review will be discussed by the NanoTerasu Selection Committee.
(2) The review by the dedicated facility review committee shall be conducted in accordance with the following criteria
(a) Ensuring the integrated operation of the entire facility
(b) Appropriateness of the installation process of the beamline
(3) The organization selects the Coalition Beamline as a Contract Beamline after hearing the opinions of the NanoTerasu Selection Committee.
(4) The same shall be done for coalition beamlines to be installed after the implementation of this basic concept.
2. Support and Evaluation for Dedicated Facilities]
The Institution shall support and evaluate the Coalition Beamline in close collaboration with the Government, the IMR, and regional partners based on the Public-Private Regional Partnership, and in consultation with the NanoTerasu Selection Committee.
II.Selection of plans for installation of other dedicated facilities, etc.
The Institution shall select the installation plan of the dedicated facilities other than the coallocation beamline, etc., based on the public-private regional partnership, in close cooperation with the Government, the National Institutes of Quantitative Science and Technology, and the regional partners, and with the input of the NanoTerasu Selection Committee.
III.Ensuring fairness in user selection operations
The following items are stipulated as “Items necessary to ensure fairness in user selection operations” in accordance with Article 6, Paragraph 2 of the Institution’s Operational Rules and Regulations.
(1) In order to ensure fairness, information (names, etc.) regarding the members of the Dedicated Facility Screening Committee and the Dedicated Facility Expert Committee shall not be made public during their terms of office, except for the chairperson of the committee. However, for the purpose of ensuring transparency, information shall be made public after the term of office ends.
Supplementary Provisions
This Basic Policy for Selection of Establishment Plan of Synchrotron Radiation Facilities for Specific Synchrotron Radiation Facilities to be established by the National Institute of Quantum Science and Technology shall come into effect as from July 1, 2024.
